Barbara Coler has nearly 30 years of public agency experience, with more than 27 years serving in California. She was a Division Chief at the Department of Toxic Substances Control (DTSC) of the California Environmental Protection Agency where she led hazardous waste site cleanup and permitting programs statewide. Most recently she worked for the Bay Area Air Quality Management District (BAAQMD) where she was a Compliance & Enforcement Manager. Barbara also serves as member of the Fairfax, California Town Council. Prior to serving on the Council, she was a Planning Commissioner and also a member of the Fairfax Open Space Committee. 
At the Air District, Barbara was responsible for enforcement of air quality regulations to meet federal and state air attainment standards for the nine Bay Area counties within the jurisdiction of BAAQMD. She developed and implemented the first comprehensive mobile source enforcement program for an air district in California which resulted in significant reductions of diesel emissions in an environmental justice area. Barbara was a key member of a statewide team which developed the CAPCOA – Air Districts’ Greenhouse Gas (GHG) Emission Reduction Exchange, an online platform for trading of GHG credits. 
As a Division Chief for two programs of DTSC, she was responsible for both RCRA and state permitting, closure and corrective action of hazardous waste facilities and for CERCLA and State Superfund cleanup of hazardous waste sites statewide. Among her many accomplishments, she established DTSC’s overall Brownfields program providing several tools to encourage and facilitate environmentally sound contaminated site reuse. She developed and implemented DTSC School’s Program for environmental review of all new school properties, the first of its kind in the nation. In partnership with U.S. EPA and the Department of Justice, Ms. Coler acted as the lead negotiator for the State of California with the Montrose PRPs (“the DDT dischargers”). Three significant settlements were achieved under her leadership for the Montrose site in Southern California, including one of the nation’s largest Natural Resources Damages restoration settlements. As Division Chief in the RCRA program, she significantly increased productivity (300% increase) and timeliness (reduced from an average of about 4.5 years to 2+ years) while ensuring environmentally protective permitting of hazardous waste facilities. Cost recovery revenue generation and settlement were primary initiatives led by Barbara for both programs. 
She has Bachelor’s and Master’s degrees in biological sciences with primary emphasis on environmental resource issues. Her education and many years of public service with state and local government provides her key perspectives, understanding, and the ability to work with a wide variety of stakeholders to achieve positive environmental results.
